COMBINATION METHOD for Pāḷi Keyboard
Alt + A, a, I, i, U, u = macron over the character: Ā, ā, etc.
Alt + R, r, T, t, D, d, N, n, L, l, S, s, H, h = dot under the character: Ṛ, ṛ, etc
Alt + M, m = dot over M, m (Ṁ, ṁ)
SOME THAT HAVE TO BE LEARNED:
Alt + B, b = dot under M, m (Ṃ, ṃ)
Alt + G, g = dot over N, n (Ṅ, ṅ)
Alt + J, j = tilde over N, n (Ñ, ñ)
Alt + Z, z = acute over S, s (Ś, ś)
LONG PRESS METHOD
You can also input diacritical characters by holding down for a long press
(here 1/3rd of a second)
